L.F. Payne joined the Curry School of Education Foundation Board in 2007.
L.F. is president and chief executive officer of McGuireWoods Consulting, LLC. In 1998 he co-founded McGuireWoods Consulting, which is a full-service public affairs firm that specializes in federal and state government relations, grassroots issue management, business expansion services, and strategic communications.
L.F. served as a Member of the U.S. Congress from 1988 until 1997 representing Virginia’s 5th Congressional District in the House of Representatives. He served on the House Ways and Means Committee and its Trade, Tax Policy, and Social Security Subcommittees. He also served on the Budget Committee and the Public Works and Transportation Committee. He was one of the founders of the Congressional Blue Dogs, a coalition of moderate and conservative Democratic members of Congress.
Prior to his time in Congress, L.F. served as the chairman and president of Wintergreen
Development, Inc., where he planned and developed the highly successful Wintergreen Resort Community, a 10,000 acre mountain property in the Blue Ridge Mountains of Virginia. He received a B.S. in Civil Engineering from Virginia Military Institute in 1967 and was awarded an M.B.A. degree from the Darden School in 1973. He was a First Lieutenant in the United States Army from 1967 to 1969.
L.F. is a member of the University’s Board of Visitors and a member of the Medical Center Operating Board of the UVa Medical Center. He is also a member of the board of directors of the George C. Marshall Foundation and was chairman of the Mark Warner for Governor of the Commonwealth of Virginia campaign in 2001. He has received numerous awards including the Hall of Fame of Virginia Boys State, Spirit of Enterprise award from the U.S. Chamber of Congress, the Guardian of Small Business award from the National Federation of Independent Businesses, the Eagle of Freedom award from the American Security Council Foundation.
He is an honorary member of the Tau Beta Pi Engineering Society and a licensed professional engineer. He resides in Charlottesville.
