Walt teaches courses in research and evaluation methods. He has taught courses on qualitative methodology and technology and teacher education policy. His research interests include the impact of policy on practice in education. He has conducted research on the impacts of standardized testing on elementary school instruction, desegregation, and school reform policy.

He is currently conducting research on the influence of educational technology policy on instructional practice in Virginia. In fall semester of 1998 Walt and Dorothy Vasquez-Levy co-taught a collaborative class, Educational Technology Policy and Diffusion of Innovation, with University of Virginia and Iowa State Students. Prior to his arrival at the Curry School, Walt served as a management and policy analyst for the U.S. Court of Appeals in San Francisco.
